SHANGHAI TIGHTENS BIRTH-CONTROL LAWS

Shanghai, China's largest city with a population of more than 12 million, will start fining couples who have a second child an amount equal to three times their annual income, an official newspaper reported.

Stricter birth-control regulations to take effect Aug. 1 will end "second-child" privileges for farmers living in Shanghai's outskirts, for oil workers and for brothers and children of revolutionary martyrs, said the Xinmin (New People's) Daily report, which was seen in Beijing today.

China adopted a one-child per couple policy in 1980. The rule is widely observed in crowded cities, where women usually have jobs, but is widely ignored in rural areas where families are willing to pay fines in order to have more children to help on their farms.
