MAN SHOT, KILLED IN LINCOLN TERRACE

A 21-year-old Roanoke man died after being shot several times following an argument Friday night in Lincoln Terrace, a public housing project.

It was the city's first homicide of 1991.

Roanoke police responded to reports of a shooting in the 1700 block of Downing Street Northwest about 10:30 p.m. They foundBobby Devon Hairston shot several times.

Hairston, of the 1300 block of Purcell Ave. N.E., was taken to Community Hospital, where he was pronounced dead a short time later, police said.

Police charged Jimmy Lee Penn, 22, of the 1500 block of Grayson Avenue Northwest, with murder. He was being held in jail under $25,000 bond.

The shooting took place in an area that is widely known as an open-air crack market.
