Rayford Marshall Davis, 51, of the 600 block of Tazewell Avenue Southeast, was charged with driving while intoxicated and driving as a habitual offender.
A passenger in the car, Ralph G. Arnold, 43, of the 300 block of Tazewell Avenue, was charged with being drunk in public.
Officer L.G. Martin followed the car in his three-wheel police vehicle after passers-by reported a car was ramming into parked cars in the Market Square area at 12:15 p.m. Police couldn't find any of the vehicles that were reported hit.
Mary Walker, 37, who lives at the house, arrived as the truck and car were being towed from her yard.
"We had been trying to put flowers in front,' Walker said.
The truck that was dragged onto the lawn belonged to a neighbor, Curtis Tolley.
"That's a dirty shame," said Tolley's grandmother, Laura Garrett. "He just got his truck paid for."
