CABLE DECISION REMAINS FAR OFF

Negotiators remain far apart on the major items in a new cable television franchise for Roanoke, Vinton and Roanoke County, Roanoke Vice Mayor Howard Musser said Monday night.

The company's latest proposal "is not much more than what they proposed two months ago," said Musser, chairman of the negotiating committee for the localities. He said he is disappointed by the company's response to the committee's request on public access to the cable system and other issues.

At Musser's request, council agreed to grant an additional 60-day extension of the 15-year franchise that expired Dec. 31 and was extended to March 1.

He said Vinton and Roanoke County will also be asked to approve the extension.

Musser said he didn't think the negotiations and necessary approvals of a new franchise could be completed by March 1. Without an extension, he said, cable service would have to be cut off.

In the meantime, the localities will increase the cable franchise tax from 4 percent to 5 percent on the company's gross revenues, effective March 1, he said.

Also Monday night, council approved revisions in the site plan for a residential complex for elderly people on Brandon Avenue Southwest that was originally approved four years ago.

The Brandon Oaks complex will be built by the Virginia Lutheran Homes on 18 acres at 3804 Brandon Ave. next to an existing nursing home that will be part of the overall development.

The project will include 154 apartments, 18 cottages, a 23-bed personal care center, a community center, administrative offices and other facilities.
