GENERAL ASSEMBLY/ TUESDAY'S HIGHLIGHTS

Elected school boards: The Senate Privileges and Elections Committee voted 9-3 to kill a bill that would have allowed six localities to decide on electing their school boards.

Private Private prisons: The Senate voted 27-7 for a bill authorizing private construction and operation of a women's prison and a pre-release center for men, and 31-4 to authorize two private detention centers for children.

Jet Ski: The Senate approved, 37-0, a bill prohibiting anyone under age 14 from operating jet skis and banning use of the watercraft after dark.

Acupuncture: The House Health, Welfare and Institutions Committee voted 10-9 to endorse a bill that would allow people other than physicians to practice acupuncture.

Legislative recess: The Senate Privileges and Elections Committee approved a House-passed resolution that would set up a referendum on allowing the General Assembly to recess for up to 21 days each session to study the budget and other bills.

Inaugural funds: The Senate Privileges and Elections Committee approved a House-passed bill that would require that profits from inaugural funds be disclosed.

UVa recruitment ban: Del. George Allen, R-Charlottesville, persuaded 53 other House members to sign his letter to University of Virginia President John Casteen protesting the school's ban on recruiting by the CIA, FBI and armed services at the UVa law school.

Firearms: The House Courts of Justice Committee endorsed a Senate-passed bill that would change the reckless handling of a firearm from a Class 2 misdemeanor to a Class 1 misdemeanor if the incident resulted in injury or death.
