The men, most of them civilian employees at the base, were arrested Wednesday. Authorities said they took the supplies during their normal shifts or in nighttime break-ins and sold the material to scrap dealers and contractors or at flea markets.
An 11-count indictment said the conspiracy ran from January 1988 to August 1990.
"This is one end of the pipeline here, and now we're investigating the receiving end of the pipeline," said Assistant U.S. Attorney Harvey Bryant. "It isn't over yet."
The nine will be arraigned next Wednesday. They were released on $5,000 unsecured bail bonds.
A 10th suspect in the investigation is already in federal custody in Texas, serving time for a probation violation on a gun charge.
