GENERAL ASSEMBLY

Budget: Gov. Douglas Wilder told legislators working on a budget compromise that he will insist on keeping a $200 million reserve, but may give in on requiring state worker furloughs.

Single adoption: The Senate Rehabilitation and Social Services Committee approved a bill that would make single adults eligible to adopt children through the Department of Social Services.

Inmate conduct: A House bill that would limit good conduct credit for imprisoned first-degree murderers died in the Senate Rehabilitation and Social Services Committee on a 7-7 vote.

Acupuncture: The House voted 60-35 to pass a Senate bill to require licensing of non-physician acupuncturists.

Higher penalties: The House Courts of Justice Committee by voice vote endorsed Senate bills increasing from a $250 fine to a year in jail the maximum penalties for possessing child pornography and for giving guns, switchblades or Bowie knives to minors.

Alimony payments: The House courts committee voted 9-5 to kill a bill that would have allowed courts to cut off alimony to divorcees who cohabit with a person of the opposite sex.

Land condemnation: The House courts committee voted 12-8 to endorse a Senate bill to allow juries picked at random to decide awards in land condemnation cases in Northern Virginia. Such cases now are decided by jurors chosen from a court-approved list.
