Aquino issued the statement after talks on the future of the six bases in the Philippines wound up deadlocked over how much Washington will pay and how long the installations can stay.
"We have stressed to the American panel our need for immediate and sizeable capital infusion," she said.
U.S. spokesman Stanley Schrager said committees will meet Monday to iron out the status of the 40,000 troops, dependents and civilian employees at the six bases.
