County officials learned late last week that the request had been filed with the Commission on Local Government in Richmond, County Administrator William Rolfe said Tuesday.
Oscar Padgett and his partner filed the petition, which states that the land just west of the City of Bedford would be used for low-income housing for the elderly.
Public water and public sewer are needed for the project, according to the request.
Without being annexed into the city, the owners probably could not obtain utilities from the city - given a moratorium on such extensions.
It's the second such request since a city-county fight over water and sewer began nearly two years ago.
The issue will probably be considered by the Richmond-based board on May 30, when a similar, earlier request is considered.
