CIVILIAN DEATHS: WHAT ABOUT SCUDS?

I AM AT a total loss to understand why Saddam Hussein and his people are raising sand because a few women and children are being killed and injured by allied bombs. What about his Scud missiles raining down on Israel, killing and injuring women and children? Are they not people?
