ASSEMBLY HIGHLIGHTS/ WEDNESDAY'S SESSION

Budget: General Assembly leaders announced a budget compromise that includes a $200 million reserve fund sought by Gov. Douglas Wilder and abolishes a mandatory state worker furlough program.

Gun buyers: The Senate voted 20-17 to pass a watered-down version of a House bill expanding instant criminal background checks of gun buyers.

Guns, Guns, knives, kids: The House voted 56-41 to kill a bill increasing the penalty for giving guns, switchblades or Bowie knives to children.

Guns at school: The Senate voted 29-8 to pass a bill strengthening a law prohibiting possession of a gun on school property.

Death penalty: The House voted 91-7 to pass a bill allowing the death penalty for a murder committed during or after forcible sodomy.

State regulations: The House voted 74-23 to pass a bill requiring state agencies to disclose how much their regulations will cost those who are subject to the regulations.

Inaugural funds: The Senate refused to agree to House amendments to a bill requiring the reporting of inaugural fund profits. The measure goes to conference committee.

Legislature recess: A proposed constitutional amendment that would allow the General Assembly to recess in midsession went to conference committee because the House and Senate could not agree on the number of recess days.

Seat belts: The House voted 81-17 to reject a Senate amendment to a bill making failure to wear a seat belt a traffic offense. The amendment would have given police more power to enforce the state's seat belt law.
