Oglebay resigned Jan. 31 for a new job with the United Mine Workers of America.
Powell, who graduated from Sweet Briar College and obtained her law degree from Memphis State University, has been with the Norton law firm of Mullins, Thomason and Harris since 1984. She has been a substitute judge for general district and juvenile and domestic relations courts for a year.
The Johnson City, Tenn., native now lives in Meadowview, in Washington County. She was a law clerk for U.S. Western District Judge Glen A. Williams before entering private practice.
