City Council member Garrett Weddle said some people have suggested the name be changed to reflect the road's historical significance as part of the old Wilderness Trail.
"No one can come up with the reason it was named Rock Road," Weddle said.
Council voted 4-0 Monday to have the city Planning Commission hold public hearings on renaming the street "Wilderness Trail Road" or another appropriate name. Guy Wohlford was absent.
In other business, council set its schedule for reviewing department and agency requests for the 1991-92 budget.
Work session will be held next Monday, Wednesday and Thursday at 7 p.m. Council also will review budgets at 6 p.m. on March 11 before its regular 7:30 p.m. meeting.
In December, council told city-funded agencies and departments to expect no increases for the next fiscal year. This fiscal year's budget, which ends June 30, is about $35 million.
