James P. Julian, 41, of Portsmouth, entered the plea in federal court Tuesday. He will be sentenced May 3.
Julian could get up to five years in prison and $250,000 in fines.
According to court records, the scheme began in April 1987 and ran through last August. Assistant U.S. Attorney Alan Salsbury said Julian submitted inflated bills to three insurers that generally made the dental work appear to be more complicated and more costly than what was actually performed.
In several cases, Salsbury said, Julian submitted X-rays from different patients to support the fraudulent bills.
Julian has agreed to reimburse $4,970 to the insurers.
