Bower, a Bedford native, will serve a four-year term beginning April 1, according to a news release from the board.
Bower replaces Randi Herrick, who has been acting registrar since Laura Boggess resigned in January, city officials said.
Board Secretary Lois Waddell would not elaborate on the changes and referred questions to Vice Chairman Bolling Lambeth, who did not return a phone call.
Board Chairman T. Glynn Bradley said that no further details were necessary beyond those included in the news release.
The three-member Electoral Board also announced that the registrar's office has returned to the second floor of the Municipal Building on Main Street.
Storm damage had caused the office to be relocated temporarily.
