The CIA also is looking at tracts in Virginia, he said. A recommendation on a site won't be made until at least June.
"The agency is exploring various sites, including those in West Virginia," he said. "At this time, no decision has been made."
The project would consolidate the CIA's international spy branch, which is now spread around Washington and Northern Virginia.
The project, if funded, would be located in the Washington area, said Byrd, D-W.Va. The Charles Town site is the farthest under consideration, he said.
CIA spokesman Mark Mansfield said the project is in the planning stages. No money has been budgeted for construction, he said.
The CIA's headquarters in Langley, Va., would not be affected by the move, he said.
Sen. John Warner, R-Va., sits on the committee that oversees the CIA.
