RICHMOND DROPS $25 PANHANDLER-FEE BID

City Manager Robert C. Bobb has withdrawn a proposal that would have imposed a $25-per-quarter fee on panhandlers and beggars.

Bobb had argued that aggressive begging was eroding business in the city's retail core.

The issue was delayed for three months after the American Civil Liberties Union expressed opposition. Bobb met with the ACLU and advocates for the homeless last week but apparently failed to sway them.

A proposal by Councilman William I. Golding that would have regulated panhandling but not imposed a fee also was withdrawn.
