By Friday, states must recommend to EPA officials which localities should be designated "non-attainment areas."
In those localities, depending on the level of pollution, the act requires specific actions to reduce ozone, a lung irritant and the main ingredient in smog. Among those actions are vehicle emission inspections, special gas pump equipment and limits on industry.
