NEW RIVER PEOPLE IN BUSINESS

S. ROSS MACKAY, an orthopedic surgeon, was elected chief of staff for 1991 by the medical staff at Montgomery Regional Hospital in Blacksburg.

During 1990, Mackay served as vice chief of staff for the hospital. He is certified by the American Board of Orthopedic Surgery and has been a member of the American Academy of Orthopedic Surgeons since 1965.

Mackay received his medical degree from New York Medical College.

\ YUNG C. CHAN, a surgeon at Pulaski Community Hospital, recently was elected chief of the medical staff.

Chan, who also is a member of the hospital's Board of Trustees, is an 11-year veteran of the hospital's medical staff. As chief of staff, he will work closely with hospital administration and medical staff committees.

Chan, who lives with his family in Draper Valley, earned his undergraduate degree cum laude at Hobart College in Geneva, N.Y., in 1969 and his medical degree from the State University of New York at Buffalo in 1973.

Chan has been head of emergency at the U.S. Naval Hospital in California and was chief of surgery there from 1978 to 1980, when he came to Pulaski.

He is licensed to practice medicine in Virginia and California and is a member of the American Gastrointestinal Endoscopic Surgeons and of the Southern Medical Association.

Chan also is a fellow of the American College of Surgery.

New board members and officers of the Christiansburg-Montgomery County Chamber of Commerce began their terms March 1. They are:

President LARRY B. WARD, New River advertising manager for the Roanoke Times & World-News;

President-elect SHELBY S. ROOPE of the News Messenger;

Treasurer DARRYL G. GILLESPIE of the CPA firm Lester & Gillespie.

Those named to head chamber divisions include:

\ DONNA K. THORNTON of Child Care Consultants to the chamber development division;

ANN SPENCER of Virginia Tech to the community development division;

SHELBA G. BAKER of First National Bank to the membership services division;

EARNEST H. WADE of Litton-Industries, Poly-Scientific to the economic development division.

New directors for the chamber are RONNIE ADKINS of Leggett, CARL N. MCNEIL of McNeil Real Estate and JUDITH L. TYNAN of Montgomery Regional Hospital. \

FRANKLYN H. MORENO, marketing director for the New River Valley Economic Development Alliance, was elected vice chairman of the Virginia Team, an extension of Virginia's statewide economic development efforts.

Moreno is a certified industrial developer and hopes to showcase the New River Valley nationwide and overseas.

\ ROBERT J. INGRAM, a partner in the law firm of Gilmer, Sadler, Ingram, Sutherland and Hutton, was selected by his peers as a fellow of the Virginia Law Foundation.

The foundation, established by the Virginia State Bar and the Virginia Bar Association, is a non-profit corporation that provides assistance to programs and organizations whose goals are to improve the administration and public understanding of law in Virginia.

Ingram was nominated for membership by a special committee of prominent Virginia attorneys.

He is a graduate of Washington and Lee University's School of Law and served three years as a trial lawyer with the U.S. Army. He joined the Pulaski law firm in 1957.

Ingram was named one of "The Best Lawyers in America" in 1989 by the Woodward & White publication of the same name.

\ J. RONALD AUSTIN, an Elliston native, has been named senior vice president of Crestar Bank in Martinsville.

As a Crestar employee since 1975, Austin has been a loan officer, branch manager and retail division head.

His current responsibilities include oversight of eight Crestar branches in Martinsville and the counties of Henry and Patrick.

Austin is a U.S. Air Force veteran and a graduate of Virginia Tech, the Virginia Bankers School of Bank Management at the University of Virginia and the Banking School of the South at Louisiana State University.

He is a Kiwanis Club member, is on the Salvation Army advisory board and works with the United Way and the Forest Park Country Club.

\ THOMAS & THOMAS ADVERTISING of Radford has been selected for creative assignments by United Dominion Realty of Richmond. The firm is on Arlington Avenue.

\ BARBARA F. MITCHELL of Christiansburg has joined Sipos Marketing Services in Salem as an account executive.

She will service accounts in the New River Valley area.

She is a Giles County native and received her marketing education degree from Virginia Tech. She also has an associate's degree in business management from New River Community College in Dublin.

\ KENNETH J. DOBSON, a retired superintendent of Pulaski County Schools, is a new member of the Pulaski Community Hospital Board of Trustees, which develops policy for the hospital.

Dobson, nicknamed the dean of superintendents, retired in 1989 after 24 years as superintendent of county schools. He is also a past president of the Virginia Association of School Administrators.

Dobson was recognized in 1988 as one of 100 outstanding veteran school administrators in the United States by The Executive Educator.

He worked in education for 36 years as a teacher, coach, principal and director of instruction, as well as superintendent.

\ MAXINE C. SISSON was appointed postmaster of Shawsville. Sisson has served in the Postal Service for 12 years.

During her career, she has served as carrier and clerk in Blacksburg, officer in charge in Buchanan, and most recently as postmaster at Rocky Gap.

In her new post, Sisson will oversee four postal employees who serve approximately 4,500 Shawsville residents.

\ GREGORY SEEDING AND LANDSCAPING INC. of Pulaski won the constructor award for the Salem transportation district from the Virginia Department of Transportation. The firm has worked on more than 30 different highway projects for the department, earning a reputation for prompt service and professional work.

The New River Valley Chapter of the Data Processing Management Association elected new directors and officers. They are: board members MATT SWIFT, a senior programmer and analyst with the Budget Office at Virginia Tech; BRUCE HARPER, a technical writer and programmer at Tech; PERRY KING, a senior systems analyst at Hoechst/Celanese Corp. in Pearisburg; and BILL THOMAS, a data processing manager at St. Albans Psychiatric Hospital in Radford.

New officers for the data processing chapter are: President MATT SWIFT, Executive Vice President VANESSA WILLIAMS, Treasurer BILL THOMAS and Secretary MARK HOPPE. The association director, who represents the chapter at regional meetings, will continue to be LORE BALKAN.
