TOWN'S TREASURER RESIGNS

Town Treasurer Nancy Lynch has resigned, effective April 30, from the post she has held for nine years.

Lynch, 57, submitted a one-sentence letter of resignation on Monday that gave no reason for her unexpected departure.

Town Council accepted her resignation at a special meeting Wednesday night.

Thursday, Lynch said she resigned out of a desire to "work a little less." Lynch said she would continue to work part time as bookkeeper.

"It's not really sudden," Lynch said of her resignation. "I've given them almost 60 days notice."

Lynch was known for her tight-fisted management of the town's finances. Frugal by nature, Lynch spent town money like it was her own, some officials have said.

"She would fight you before you could get a nickel of town money you weren't entitled to," recalled former Mayor Allen O. Woody Jr., who hired Lynch in 1982.

Lynch kept such a tight rein on town finances that she had been known to shut off water service to people who were a day or two late in paying their bills. She once caused a stir by cutting off water to the Franklin County Public Library.

In recent years, Lynch had overseen the computerization of tax-billing procedures.

Lynch is the first town official to leave since town government was reorganized last year under a town manager system. She was the only full-time employee who continued to report directly to Town Council, a procedure which reportedly has caused some friction with Town Manager Mark Henne.

Henne declined to comment Thursday, saying he knew nothing about the reasons behind Lynch's resignation.
