POWELL F. SIGMON has been promoted to assistant vice president of the rail car division of the mechanical department for Norfolk Southern Corp. He joined Southern Railway in 1967. He has served as general foreman of the motor and diesel shops and as regional manager of the mechanical department. In 1987 he was transferred to Roanoke and named general manager of mechanical facilities. \
