Mills is president of Mills Oliver & Webb architectural and engineering firm in Blacksburg.
Over the years, Mills has been in charge of hundreds of projects, including the Blacksburg Municipal Building, the Roanoke Times & World-News bureau building and Oakland Square at Warm Hearth Village.
The Richmond native and Virginia Tech alumnus was honored for his dedication to community service and participation in the chamber, the Blacksburg Baptist Church, the Jaycees and United Way.
The chamber also recognized Clinton and Ina Mae Graves as "1990 Distinguished Citizens of the Year." It was the first time the award has been given.
The couple was honored for their volunteer time and financial aid in many community and church projects.
They serve on committees and teach Sunday school at Blacksburg Baptist Church. The Graves Youth Center, at the corner of Progress and Faculty streets, was dedicated to them in 1989 for their contributions to building renovations.
Also, the Graveses have given money and time to the Montgomery County Library and the Christmas Store.
The chamber also honored Linda L. Adamo with the Award of Excellence in Education.
Adamo, a secretary at the Blacksburg Middle School, was honored for her dedication and service.
