WILDER SIGNS PRISON, DEATH PENALTY BILLS

Gov. Douglas Wilder has signed bills into law that expand the death penalty statute and clear the way for private prisons, his office said Tuesday.

The death penalty bill expands execution to murders that occur during or after forcible sodomy or attempted forcible sodomy. Capital punishment already is allowed for murders that occur with various other felonies.

The other measure authorizes construction of two private youth-detention centers. Guidelines for building the detention centers must be submitted to next year's General Assembly, which would give the projects final approval.
