MINORITY SCHOLARSHIP PLAN DUE

Education Secretary Lamar Alexander is taking the offensive against Congress on race-specific scholarships.

Alexander, in only his third day in office, scheduled a news conference today to announce the procedures the Education Department will use to review the administration's policy on the controversial issue that contributed to the downfall of his predecessor, Lauro Cavazos.

Alexander and Assistant Secretary Michael Williams, who heads the Education Department's Office for Civil Rights, timed the announcement to upstage a congressional hearing on the issue.

Alexander had been fighting a request by a House Government Operations subcommittee that Williams testify on how he decided an administration policy on race-specific scholarships.

He acquiesced Tuesday under the threat of a subpoena but began plans to make the announcement before today's hearing.
