Hayes, Seay, Mattern & Mattern Inc. of Roanoke has won a $1.2 million contract to design the first building in a campus-style complex at Wright-Patterson Air Force Base near Dayton, Ohio. Hayes, Seay said the $18 million facility will have top-secret areas and a state-of-the-art video teleconference center. It is expected to be completed in late spring 1994.

\ Downtown Roanoke Inc. is expected to announce Tuesday a recycling program for paper products generated by major downtown businesses. Most of Roanoke's largest companies have pledged to participate, the agency said. The city of Roanoke and Cycle Systems Inc. also will be involved.
