The plan calls for a series of county and city caucuses in April 1992 at which Democrats will select delegates to congressional-district conventions and the state convention. The convention will select delegates and alternates to the Democratic National Convention, which will be held in New York from July 13-16, 1992.
The 1992 plan is similar to the one used in 1988 except that apportionment of delegates to candidates will be based on caucus attendance, not a preferential primary.
In the caucuses to select delegates to the state convention, supporters of any presidential candidate must have at least 15 percent of the caucus participants to be awarded any delegates. Caucuses also may have uncommitted delegates.
