PLAINTIFF CRITICIZES NORFOLK WARD PLAN

A plaintiff in the 8-year-old court case that overturned Norfolk's at-large voting system has told City Council to "go back and put together another plan" for creating a ward system.

"I don't think that what you have submitted will pass the test of the Justice Department and the courts," James F. Gay said at a public hearing Tuesday night.

The city must submit a ward plan to the Justice Department by April 5.

The council unveiled a plan last week for two-tiered ward voting. The seven-member council would stay the same size, with the city divided into five wards and two "superwards."

The plaintiffs have devised three plans as alternatives. All would create seven single-member council districts of about equal size. - Associated Press
