Miller entered her essay on her family's efforts to fight the construction of a cogeneration plant in Buena Vista.
To assist the campaign against the proposed plant, which would generate electricity for utilities and provide other industries with the excess steam, Miller has written letters, attended hearings in protest, drawn political cartoons and circulated petitions.
Ironically, the camera she won as one of her prizes is plastic and arrived "wrapped in this yucky styrofoam. It seems so hypocritical," she said.
\ Troops back home from the Persian Gulf are scrambling for seats at Whitney Houston's "Welcome Home Heroes" concert Sunday.
Only 3,100 people will fit into a Norfolk Naval Air Station hangar for the concert, and they must be military personnel who served in the war or their families.
Cmdr. Tim Taylor, spokesman for the Navy's Atlantic Fleet, said people don't want to be left out. "We've been getting a zillion calls," he said.
The Navy will give a share of the tickets to the Army and the Air Force, Taylor said. The Navy is letting commanding officers decide who goes. The other services can distribute their tickets as they please, Taylor said.
The concert will be broadcast nationally on HBO and on cable stations in the Norfolk area. It also will be broadcast on Norfolk-area radio stations.
\ Marilyn Quayle gave a boost to student scholarships at her alma mater when she agreed to be grand marshal of the 1991 Purdue Grand Prix go-kart race.
Vice President Dan Quayle's wife, a 1971 Purdue graduate, will preside over activities surrounding the West Lafayette, Ind., annual race and ride in an April 20 parade. Proceeds from the 33-year-old event go toward scholarships.
