Kuhrt said she would keep the flag flying from the balcony of her condominium despite an ultimatum from the condominium association to remove the flag by Monday.
Residents of the Oxford House development were told to correct all violations of association rules - including hanging flags - by that day or face fines.
"I won't take it down. It is the symbol of my country," said Kuhrt, who is president of the auxiliary of McLean Post 8241 of the Veterans of Foreign Wars.
Kuhrt said she will ignore Monday's deadline. She did not say whether she would fight any fines imposed by the homeowners' association.
According to the bylaws of the community, residents cannot hang anything from their balconies without first getting the permission of the association.

At the meeting, Oxford House Homeowners Association Vice President Gabrielle Steffen complained she has heard herself described as a Communist. Others believe it has frightened away potential buyers.
"We're talking property values here," said Roger Lohr, an association board member.
The owners of condominiums on Ridge Knoll Court and Ridge Knoll Drive, near the Penderbrook golf course, do not own the outside walls or sidewalks of their homes.
Kuhrt said she has tangled with the association before, over storm windows she installed without permission.
