Supporters said the contribution is similar to helping athletic teams travel to state or national competitions.
"It's good advertising for Franklin County," said Supervisor Charles Ellis.
But opponents said it was a bad precedent that could leave the county open to requests from anyone - including homemakers who wanted to show off their prized pickled onions at the state fair.
"You either honor all requests or none," said Supervisor Wayne Angell.
The county's donation will pay one-third of KaRenda Jean LaPrade's entry fee into the Miss Junior America Pre-Teen Pageant in July.
KaRenda, daughter of John and Doris LaPrade, was invited to participate based on her past crowns, including Little Miss Franklin County.
The request passed 4-3 Thursday night, with Supervisors Mike Brooks, Gus Forry, Homer Murray and Ellis in support and Supervisors Gordon Washburn, Ronnie Woods and Angell opposed.
John LaPrade said he also would seek a $240 donation for his daughter from Rocky Mount Town Council.
