WILDER EMPOWERED TO TRANSFER FUNDS?

IN REGARD to the Associated Press article March 25: "State taps trust funds in budget:"

I laud Del. George F. Allen's comment: "If it were a private company, this would be embezzlement - taking money out of trust funds."

I believe the legislature should question the governor's power to transfer these monies. I quote a famous American economist:

"Money serves its indispensable purpose as long as we believe in it. It ceases to function the moment we do not. Money has well been called `the promises man live by.' "
