Philadelphia police said Virginia State Police and the Surry County Sheriff's Department captured Dr. Jean Claude Pierre Hill about 1:50 p.m., about a mile from his parents' home in Elberon, Va.
Hill, who was jogging at the time, was arrested without incident, Detective Edward Tenuto said. A warrant issued in Philadelphia charged Hill with murder, three counts each of aggravated and simple assault, reckless endangering and weapons violations.
Hill is a psychiatrist preparing to serve his residency at a Philadelphia hospital, a spokeswoman said.
"He was transferring into the second year of our psychiatry residency program. He was due to begin May 6," said Phyllis Fisher, spokeswoman for Hahnemann University Medical Center.
Tenuto said police were unable to establish any link between Hill and the shooting victims, who were employees of the CIGNA insurance companies.
