The company eventually plans to build a modernized feed mill on the 9-acre site and move its entire operation outside Rocky Mount town limits, according to president Selma "Duck" Akers.
The county Planning Commission will consider the special-use permit request at its April 23 meeting.
In an unrelated matter, Jack Newbill has settled his $19,000 feed bill with Exchange Milling, according to court papers filed last week.
Newbill, chairman of the Franklin County School Board, was sued last month over the unpaid balance of his account with Exchange Milling.
