Police charged Clarence Edward Moore Jr., 29, of Norfolk, with two counts of capital murder, one count of abduction and three counts of using a firearm in a felony.
Detective Ray Williams said authorities talked Moore into coming out of his apartment about 4 a.m. They found the bodies when they entered.
Williams said the body of Raymond DePriest Jr., 23, of Richmond, was found on his bedroom floor. The body of his sister, Patricia DePriest, 22, for whom no address was available, was found on the living room floor. Both had been shot.
A woman who had been held hostage overnight in the apartment and was described by police as Moore's 22-year-old girlfriend and a cousin of the DePriests, was not harmed. Police declined to identify her.
Police responded about 6:35 p.m. Wednesday after a caller reported shots, Maj. Charles Bennett said.
The patrol officers determined an armed man was holding several adults. They attempted to talk with him while surrounding the apartment.
SWAT officers crawled to the front door and slid a telephone inside in hopes the gunman would talk with them. But Williams said Moore responded by firing one shot through the door. It was the only shot fired during the standoff, police said.
At one point in the negotiations, authorities said Moore asked to see his mother, who was flown in from Norfolk.
Police said the incident apparently stemmed from a domestic argument. Williams said Moore had been staying in the apartment with DePriest and another man whose identity was not available. Moore and his girlfriend apparently got into a fight, Williams said.
Williams quoted Moore as having said that after the DePriests were killed, Moore "sat down in the kitchen and drank seven Budweisers with his girlfriend."
