An amendment, passed as an emergency measure by City Council Monday, reflects a recent change in the state code. That code change specifies that the tax will be imposed wherever the caterer is physically located, City Attorney Steve Yost said.
A lot of questions on about where to tax created confusion, Yost said. "If a caterer is in Salem, and someone in Roanoke hires them to cater a wedding and they go to Roanoke city for food, who collects? What this says is, where the caterer has his or her place of business."
In another matter, council passed an ordinance vacating a 15-foot strip of a 70-foot right of way from the 500 through the 800 block of North Broad Street.
Until council's action Monday, there was no record that the 15-foot strip had ever been vacated and deeded over to property owners. The strip runs across the front yards of about 12 houses.
The ordinance merely provides record that the 15-foot strip has been vacated and transfers title to property owners, Yost said.
In other business:
Council reappointed all of its members and city staff who serve on the Virginia Municipal League Policy Board. The include: Councilman Alex Brown, community and economic development committee; Assistant City Manager Forest Jones, education committee; City Manager Randy Smith, effective government committee; Vice Mayor Mac Green, transportation committee; Police Chief Harry Haskins, public safety committee; and Councilman Howard Packett, human development committee.
Walter Hunt, former Salem school superintendent, was appointed to the Juvenile Court Services Advisory Council.
