SENATE PANEL REJECTS APPEALS COURT NOMINEE

The Senate Judiciary Committee Thursday voted to reject the nomination of Judge Kenneth L. Ryskamp to an important Court of Appeals seat because of questions about his sensitivity to minorities, handing President Bush his first defeat on a judicial nomination.

Bush sought to elevate Ryskamp, a federal district judge in Miami, to the Court of Appeals for the 11th Circuit, which covers Florida, Georgia and Alabama and has an agenda thick with civil rights cases.
