The Richmond Times-Dispatch reported that Parris contributed more than $37,000 in campaign contributions left over from his failed re-election bid to Virginia Good Government, the PAC headed by his wife, Martie.
The newspaper also reported that Parris paid his wife a $3,000 consultant's fee. Parris said the payment was for bookkeeping services rendered during his campaign.
According to Federal Election Commission records, the PAC received $37,413.76 from the Parris for Congress fund. The committee is located in Hudgins, Va., where Parris has a summer home. Martie Parris is listed as its sole officer.
Federal law prohibits Parris from keeping the $41,000 that remained in his campaign coffers.
Parris, an 8th District Republican, was defeated by Alexandria Mayor James Moran in last November's election. Parris was appointed earlier this year to a $108,000-a-year federal post as administrator of the Saint Lawrence Seaway Development Corp.
As a presidential appointee, he is not restrained by the Hatch Act, which prohibits many federal employees from becoming involved in politics, Parris said.
Federal officials were not as certain as Parris.
"We're not really sure. . . . It's never come up," said Laura Blades, spokeswoman for the Office of Special Counsel, which enforces the act.
