TEXAS REPUBLICAN RALLIES IN RICHMOND

Sen. Phil Gramm, a Texas Republican known for budget cutting, was in town to rally the GOP faithful.

Gramm, a possible presidential candidate in 1996 and current chairman of the Republican Senatorial Committee, spoke to several hundred Virginia partisans.

Saturday, Gramm recalled that as a Democratic representative on the House Budget Committee, he was stripped of his seat by the Democrats. Gramm resigned and won the seat back - as a Republican.
