WINNING WAR EASY; PEACE MORE DIFFICULT

WITH COMPLETE control of the air, winning the war was easy! All we had to do was to drop a bunch of bombs in the right places.

Winning the peace is another matter. We are in a quandary. We don't want Iraq split into three different pieces - one in the north for the Kurds, one for the Shiites in the south, and one in the middle for Saddam and the old order. At the same time, we hope that the Iraqis will soon depose Saddam.

Peace after a war is always elusive. So it will prove to be this time.

Hopefully, the United States and the alliance will move quickly to arrange a settlement with the Israelis and the Palestinians and to quell the civil war in Iraq. Time is of the essence. STORER P. WARE ROANOKE
