Virginia officials have said they will collect that amount but have not yet decided how to do so. The state could withhold part or all of its funding that would normally go to the department until the debt is paid.
Department expenses involving items such as travel and credit-card charges were rejected by the state, following an audit of the department.
The department asked the county Board of Supervisors this month to pay its debt to the state, but the supervisors declined.
A grand jury investigation involving the department is currently under way.
