EX-JUDGE WINS AWARD AS OUTSTANDING CITIZEN

R. William Arthur, a retired circuit judge and a former Wytheville mayor, is the Wytheville-Wythe-Bland Chamber of Commerce Outstanding Citizen of the Year for 1991.

He was on the Virginia Higher Education Study Commission, which recommended the creation of the state community colleges system; helped locate one of the community colleges in Wytheville; served as Virginia Municipal League president; has been active in many civic organizations; and for about 20 years, announced football games at George Wythe High School.

The award came at the chamber's annual dinner meeting last week.
