2 PLAN BIDS FOR ROANOKE COUNCIL

Steven Goodwin, a past president of the Roanoke Valley Veterans Council, will seek the Democratic nomination for one of the Roanoke City Council seats in the May election.

He told the city Democratic Committee Tuesday night that he will announce his candidacy next week.

Goodwin, 45, is a district supervisor for the state Department of Motor Vehicles Transportation and Safety Division.

Goodwin has not been active in politics because the state discourages its employees from participation in partisan activities. But he said he has permission from state officials to run for council.

He is a member of the task force recently appointed to study alternative election systems for choosing council members.

James Trout, a former councilman, also told the Democrats that he intends to seek the party's nomination for one of three seats in the May 5 election.

The committee voted to hold a mass meeting on Feb. 22 to choose the party's nominees for the council seats and mayor. Some members wanted to delay the meeting until Feb. 29 to give the candidates more time to seek support and plan their campaigns. But others favored a Feb. 15 date so the candidates could get a jump on the Republicans, who traditionally nominate their candidates near the filing deadline. This year, the deadline is March 3.

Members also set a $200 filing fee for candidates. The money is used to help pay the rental fee for using the William Fleming High School auditorium and other expenses for the mass meeting.
