GENERAL ASSEMBLY

Bills filed:-Proposals to raise income, sales and cigarette taxes were among hundreds of bills filed on the last day to submit legislation.

Elected school boards:-The Senate Local Government Committee voted 12-4 to endorse a bill that would change the Virginia Beach charter to allow an elected school board.

School funding:-The Virginia Education Association called for higher taxes to beused for increasing teacher salaries and for other school needs.

Child safety seats:-The Senate passed, 40-0, a bill doubling the fine for violating the state's child safety seat law to $50 and eliminating the exemptionfor children under age 4 who weigh more than 40 pounds.

Stream beds:-The House Courts of Justice Committee voted 12-5 to report a bill allowing landowners to make stream beds on their property off-limits to people who wade while fishing, hunting or trapping.

Disability councils:-The House Health, Welfare and Institutions Committee unanimously endorsed Lt. Gov. Don Beyer's proposal to create local disability advisory councils.
