Pipeline: The Senate voted 28-12 to pass a bill endorsing a proposed pipeline
that would ship water to Virginia Beach from Lake Gaston.\

Budget deadline: The House gave preliminary approval to a bill requiring the
governor to submit his proposed budget by Dec. 20 before even-year legislative
sessions. The bill would require money committees to conduct regional public
hearings and require the governor's office to publish budget highlights in
newspapers throughout Virginia.\

Wiper use: The Senate Transportation Committee voted 9-6 to endorse a bill
stating that windshield wipers should be used when rain, smoke, fog, snow or
sleet reduce drivers' visibility.\
\
Car sales: The Senate Transportation Committee held a public hearing on a bill
that would require low-emissions automobiles to be sold in Northern Virginia
beginning in the 1996 model year.\
\
Employee bargaining: The Senate Education and Health Committee voted 12-3 to
kill a bill that would have allowed collective bargaining for public school
employees.\
