BUSH BUDGET INCLUDES FLOOD-REDUCTION FUNDS

President Bush's budget for water projects for the next fiscal year includes $5.1 million for the Roanoke River flood-reduction project - money that had been expected as part of the federal share for the $34 million plan.

If approved, the federal funds could be used to help begin construction by next year on a project that has been two decades in the making.

The federal share of the joint project, by the Army Corps of Engineers and the city, is $20 million. The city's portion is $14 million.

In recent years, Congress has appropriated more than $3 million for the design, engineering plans and other preliminary costs.

City officials and the corps had expected that the major part of the federal money would be provided over the next three years.

The first element in the project, an early flood-warning system, already has been installed.

The project involves widening the river channel and building flood walls at several places along a 10-mile section of the river. It also includes a 4.6-mile bicycling and jogging trail. It will take three years to complete.
