Charge it: The House voted 50-45 to pass a bill to allow state-run liquor stores to accept credit cards and personal checks.\ \ Child safety: The House voted 69-30 to pass a bill increasing the fine for violation of the child car-seat law from $25 to $50.\ \ Child abuse: The House Health, Welfare and Institutions Committee voted 13-7 to endorse a bill requiring that child abuse complaints against teachers be investigated by commonwealth's attorneys instead of local social services departments.\ \ Driver visibility: The Senate voted 22-17 to pass a bill stating that drivers should turn on their windshield wipers if visibility is reduced by snow, rain, sleet, fog or smoke.
