License fee: The House revived a $7.50 license fee for saltwater fishing and is likely to consider it again today. The measure was killed Thursday, but compromises are in the works. An amendment being discussed would apply the fee only to anglers in the Chesapeake Bay; any ocean fishing would be free.\ \ Liquor sales: The Senate Rehabilitation and Social Services Committee unanimously killed a bill that would have allowed pilot projects on private liquor sales.\ Car rentals: The Senate voted 26-12 to pass a bill raising the tax charged to rental car customers from 2.5 percent to 4 percent. Sentencing The Senate voted 33-4 to pass a bill requiring a separate sentencing hearing in jury trials for certain felonies.\ \ Smoking curbs: The House Counties, Cities and Towns Committee endorsed a bill to toughen enforcement of the state's law restricting public smoking.
