REVIEW OF COURTS PROPOSED

Police are proposing a citizen review panel in which volunteers would sit through hearings and trials to rate the effectiveness of judges, lawyers and jurors.

"Court Watch" is modeled after a successful New York program in use since the mid-1970s. Citizen reports have led to changes in state law there.

Police hope the outside scrutiny would lead to changes in sentencing practices they say sometimes work at cross-purposes with law enforcement efforts. - Associated Press
