VA. LOTTERY: OUT-OF-STATE LOTTERY OUTLETS ILLEGAL
Virginia Lottery Director Kenneth Thorson claims a Stafford businessman is breaking the law by selling chances on out-of-state lotteries.David Kelley claims the state is simply trying to eliminate competition for its own revenue-producing gambling games. Virginia's 5,400 lottery outlets sell $2 million a day in tickets.
Kelley is the owner of two Lotto Express outlets, a courier service that buys out-of-state lottery tickets for resale. He holds a Virginia business charter, despite the fact that the Lottery Department and the Attorney General believe his business violates state law.
Last month, Thorson told Kelley that unless he closed his outlets in Stafford and Henrico counties, Thorson would try to shut the business.
