GENERAL ASSEMBLY

Newspaper tax: Del. Richard Cranwell, D-Vinton, withdrew a proposal to subject newspaper subscriptions and advertising inserts to the state sales tax. Newspaper industry representatives said the tax would reduce advertising, which would reduce sales and ultimately hurt tax collections.

Tax credit: The House Finance Committee endorsed a bill extending for two more years a tax credit on machinery used in recycling.

Tuition credit: The House Finance Committee killed two bills allowing an income tax deduction on a portion of money paid for college tuition.

Liquor tax: The House Finance Committee carried over until 1993 a bill imposing a $1.50-per-gallon tax on liquor sold in Virginia.

Fees: The House Finance Committee endorsed two bills imposing fees on air-and water-discharge permits for industries.
